Abstract:
The NRC staff will discuss “Regulatory Concepts for the Integrated Low-Level Radioactive Waste Disposal Rulemaking.” Through this rulemaking, the staff will provide the Commission with a proposed rule to amend NRC’s regulations to revise the licensing requirements for low-level radioactive waste disposal and to add near-surface disposal requirements for Greater-Than-Class-C (GTCC) per direction in SRM-SECY-20-0098, “Staff Requirements – SECY-20-0098 – Path Forward and Recommendations for Certain Low-Level Radioactive Waste Disposal Rulemakings,” dated April 5, 2022.
The proposed rule would ensure that the low-level radioactive waste streams that are significantly different from those considered during the development of Part 61, “Licensing Requirements for Land Disposal of Radioactive Waste,” of Title 10 of the Code of Federal Regulations (10 CFR Part 61), such as depleted uranium, would continue to be disposed of safely and meet the performance objectives for land disposal of low-level radioactive waste.
NRC staff will discuss regulatory concepts for the rulemaking and the implementing guidance, including compliance periods and the treatment of radon dose contribution. NRC staff will also discuss the Table Calculator tool that can be used to recreate the 10 CFR Part 61 waste classification tables.
About the speakers:
Priya Yadav is a Project Manager in the Office of Nuclear Materials Safety and Safeguards at the U.S. Nuclear Regulatory Commission. Priya has been with the NRC since 2005, working mainly on low-level waste disposal issues, such as depleted uranium and waste-incidental-to-reprocessing at DOE sites, as well as materials licensing. Prior to joining the NRC, Priya worked as an environmental consultant at CH2M Hill for 8 years in Virginia and California. Priya holds a BS in Environmental Science from the University of Virginia and a MS in Environmental Engineering and Science from Stanford University.
David Esh is a Senior Risk Analyst with the U.S. Nuclear Regulatory Commission working on radioactive waste disposal and decommissioning of complex sites. He has twenty-eight years of experience in the nuclear field, primarily in performance and risk assessment. David has developed and reviewed performance assessment models for many sites in the U.S. and has been an invited expert to meetings with the IAEA, NAS, DOE, and others. Prior to joining the NRC he worked for Argonne National Laboratory on glass-ceramic and metallic wasteform development, including leach testing, characterization, and radiation damage experiments. He has four degrees including a Ph.D. in Environmental Engineering from Pennsylvania State University.
The Performance and Risk Assessment Community of Practice (PRACOP) focuses on sharing knowledge, best practices, and lessons learned related to performance assessments and risk assessments, particularly for DOE sites. These assessments are critical for:
- management (design, operation, and closure) of disposal facilities, including landfills or near-surface disposal facilities
- waste form development and implementation
- closure of tanks and waste sites
- in situ deactivation and decommissioning
- soil and groundwater remediation.
PRACOP meetings and webinars are open to interested parties from federal, state, tribal, contractor, stakeholder, and academic organizations involved in DOE performance assessment or risk assessment activities.
